An emulsion is a milky moisturiser with a gel-like consistency. Emulsions are water-based, so you can think of them as a lighter version of moisturising creams.

Can I use this in place of serum and still apply moisturiser?

This is formulated to act as a moisture lock that seals in all the hydration and benefits of serums. However, should you wish to layer this then apply after your serums and before cream.
